Dear Mr. Maurer,

On behalf of the Armenian Liberal Democratic party (Ramgavar) of Jerusalem and the Armenian Young Men's Society of Jerusalem (Hoyetchmen), we wish to draw your attention to the plight of Armenian POWs held by the Azerbaijani army.

During the aggression launched by Azerbaijan on Nagorno-Karabakh on September 27th, 2020, there were gross violations of human rights perpetrated on the Armenian population and there were heavy casualties in the civilian sector, as a result of indiscriminate shelling of Armenian towns and villages.

After the passage of 44 days, a tripartite agreement was signed between Armenia and Azerbaijan under the auspices of Russia. Article 8 of the agreement specifies the immediate exchange of prisoners captured during the hostilities. According to visual evidence on social media, the struggling Armenian prisoners are undergoing extremely brutal methods of torture and Azerbaijan has yet to abide its written commitment.

Mr. President, we are very concerned about the safety and lives of our prisoners who are under Azeri custody. Based on previous experiences, every passing minute is placing innocent human lives in jeopardy.

Considering the urgency of this matter, we implore your personal intervention to salvage the lives of these unfortunate POWs.

We have high respect and esteem for your century old organization. Time has shown that the Red Cross has fulfilled its noble mission for the benefit of humanity.

We are hopeful that once again your intervention will yield a favorable outcome.

Please accept our sincere gratitude for your help and efforts.

Respectfully,

Chairman of the ADL Ramgavar of Jerusalem - Mr. Hagop Shohmelian
Chairman of the AYMS Hoyetchmen Jerusalem - Mr. Sarkis Djernazian
