Following the letter regarding the Armenian POWs held by the Azerbaijani army sent by the Chairman of the ADL Ramgavar party of Jerusalem, Hagop Shohmelian, and the Chairman of the AYMS Hoyetchmen Club of Jerusalem, Sarkis Djernazian, we have received an answer from the Secretary General of the Council of Europe Ms. Marija Pejčinović Burić.
The answer is as follows:

On behalf of the Secretary General, I acknowledge receipt of your appeal of 3 December 2020.
As you know, since the outbreak of hostilities the Council of Europe has deplored the unacceptable suffering endured by the civilian population in the region and more generally the consequences of the conflict on human lives. The implementation of the ceasefire declaration of 9 November 2020, which is welcome, has been, and will continue to be, followed carefully. It is hoped that it will help address the dire humanitarian fallout of the conflict.
Please also note that the European Court of Human Rights has received numerous requests under Rule 39 with respect to capatives.
As mentioned publicly on several occasions by the Secretary General, the Council of Europe stands ready to provide its contribution to addressing the consequences of the conflict in its area of expertise and as part of the efforts deployed by the international community.
